POLICE DEPARTMENT ORGANIZATION

ADMINISTRATION
This section provides leadership, direction and general administrative support necessary for effective and efficient law enforcement. This section also includes budget coordination and management, personnel and payroll administration, planning, organizational development and community support.

SUPPORT SERVICES DIVISION
The Support Services Division is managed by one police captain who has overall responsibility for management of the Records; Communications, Crime Analysis and Technology (CCAT); Detective and Community Policing Bureaus.

OPERATIONS DIVISION
The Operations Division includes Uniform Services, Canine, Bicycle Patrol and Police Motorcycles for traffic enforcement. Operations Division also includes two Community Services Officers, one in Personnel and Training and one in Patrol. Personnel from this division are the first responders to all calls for service.

DETECTIVE BUREAU
The Detective Bureau is responsible for follow-up and completion of felony and misdemeanor criminal cases and preparation of these cases for filing with the District Attorney's Office. Detectives are assigned by investigation categories, such as crimes against persons, crimes against property and narcotics and vice investigations. The Special Enforcement Team (SET) is also managed through the Detective Bureau, and consists of a sergeant and three police officers. SET is responsible for targeting specific crime problems with emphasis on narcotics and gang enforcement. The Detective Bureau is commanded by a lieutenant, who works under the supervision of the Support Services Division Commander.

CCAT BUREAU (COMMUNICATIONS, CRIME ANALYSIS, & TECHNOLOGY BUREAU)
The Communications Center is the public safety answering point (PSAP) for both the Police and Fire Departments in the City of Monrovia. The Center is responsible for receiving and dispatching all 9-1-1 calls, and forwarding appropriate calls to the Verdugo fire dispatch center in Glendale. The Communications Center also receives and dispatches all calls for service received by the Police Department. In an average month the Communications Center will handle approximately 2,100 telephone calls, dispatch 1,500 calls for service and process 27,900 radio requests.

Crime Analysis collects, collates and analyzes crime data from a variety of sources. This is then disseminated to provide information concerning crime trends, patterns and series, and suspect information. Crime Analysis also prepares administrative studies and projects.

Technology Services provides daily maintenance, support and upkeep of all computer information systems within the Police Department and also provides training, technical support and help desk functions to all users.

COMMUNITY POLICING BUREAU
The Community Policing Bureau seeks to improve the quality of life for Monrovia residents by targeting criminal and social problems in the community. The Bureau then coordinates a variety of resources from within the City and without to eliminate neighborhood problems and blighted conditions. The Community Policing Bureau coordinates and manages a variety of ongoing programs including Neighborhood Watch, D.A.R.E., Officer Bill Program, child identification and fingerprinting, station tours, home security checks and seminars, business security and crime prevention training, citizen patrol, volunteers and the Community Activist Policing Program. The Community Policing Bureau also manages a variety of grant programs for the Department.

ANIMAL CONTROL
Animal control services are provided through the Monrovia Police Department.  The services provided by City of Monrovia animal control officers and staff include answering calls for service, patrol, dog licensing, code enforcement, shelter and veterinary services, and emergency call out.  Lost pets may be claimed at either the Monrovia Police Department or the Inland Valley Humane Society.

TRAFFIC SAFETY
The Traffic Safety Program, under the Operations Division, functions under the authority of California Vehicle Code Section 42.200. Parking enforcement targets violators who interfere with street sweeping services. Parking enforcement officers patrol the city and observe vehicles left as abandoned. These vehicles are marked and later impounded when 72 hours have expired.

PARENTING CLASSES
Community Policing provides DARE Parenting Workshops to promote a healthy family environment and educate parents to successfully apply learned parenting skills. The program also provides free child care and specialized activities for children who attend with the parents.

HRO
The HRO Officer position is intended to prevent crime by monitoring parolee activity in the community and opposing any early release of violent parolees into the community.
